This  is a 15 KV ballast which is found in LG RE44SZ21RD DLP rear projection tvs, and it is intended to power up a lamp of  OSRAM P-VIP 100-120 /1.3 E23h
This is an Osram ballast power unit, which is also known as the starter of the lamp. 
If you have replaced the lamp with a new one, but tv still wouldn’t turn on, this unit has developed a fault and needs to be replaced.
Please make sure: your existing ballast has a brown plug on the cable end, which clumps into the lamp plug.
